Halton Hills

Retrofit Halton Hills Pilot Program

October 2021

The following are key points for consideration with respect to this report:

  • Council Resolution No. 15.1, dated May 6, 2019, set a Town-wide target to achieve net-zero emissions by 2030
  • Report No. ADMIN-2019-0035, dated December 9, 2019, directed staff to develop the Low-Carbon Transition Strategy, which included exploring the development of a residential energy retrofit program
  • Capital Project 7300-22-1701, approved in 2019, allocated $300,000 over three years towards the development of a home energy retrofit program
  • RFP-075-20, issued June 12, 2020, resulted in the hiring of Dunsky Energy Consulting to conduct a business case study of a local improvement charges-based home energy retrofit program and develop a pilot program design
  • On March 1, 2021, the Town was awarded a grant of up to $300,800 through the Federation of Canadian Municipalities (FCM) Community Efficiency Financing (CEF) program to support the delivery of the Retrofit Halton Hills pilot program
  • MEM-ADMIN-2021-005, dated March 1, 2021, provided a progress update on the status of the project.

Corporate Asset Management Secondment Proposal

July 2021

The following are key points for consideration with respect to this report:

  • As from July 31, 2021, the Town’s Asset Management Analyst from the Climate Change and Asset Management Division is taking a one-year leave. This is going to be a very important year for the Town’s Corporate Asset Management Program, not only workload-wise but also with many ongoing critical projects to remain in compliance with the Ont. Reg. 588/17 for Municipal Asset Management Planning requirements.
  • Since March 2021 staff has been working with the Human Resources department to backfill the Asset Management Analyst position on a one-year contract to continue to support the Corporate Asset Management Program.
  • Twice the job was posted on several professional websites as part of the hiring process but unfortunately, the Town was not successful to attract good candidates with the relevant skills and experience to provide the required level of support and expertise.
  • Given the situation we are requesting that SLBC Inc. be awarded a Single-Source Purchase Award for professional asset management services to provide secondment and support the capacity of the Town’s Corporate Asset Management function to an upset limit of $73,500 (plus applicable taxes).
  • The loaned staff resource from SLBC Inc. will be available from August 1, 2021, till July 31, 2022, as and when needed for a maximum of 35 hours per week at an hourly rate of $105 plus applicable taxes.
  • The scope of work as outlined in the Proposal (attached Appendix A) will cover the following key areas among other things:
    • Data collection and analysis
    • Preparation of plans and reports
    • Supporting implementation of the Asset Management Information System
    • Coordinating the data, risk and lifecycle management strategies
    • Improving the level of service framework
    • Participating and contributing in meetings/workshops as required.

Halton Region Official Plan Review – Growth Concepts

June 2021

The purpose of this report is to:

  • Briefly summarize the five Growth Concepts released by the Region as part of the on-going Regional Official Plan Review;
  • Summarize the input received by the Town to date; and
  • Provide recommendations on the scale and magnitude of growth that would be appropriate for the Town to the 2051 planning horizon.

Hungry Hollow Trail Expansion Phase 1

June 2021

The following are key points for consideration with respect to this report:

  • Credit Valley Conservation (CVC) and Ministry of the Environment, Conservationand Parks (MECP) permits have been received for the construction of the Hungry Hollow Trail from West Branch Drive Park to Downtown Georgetown.
  • The Town issued Request for Tender T-068-21 for the construction of the first of two phases of construction.
  • Time is of the essence for construction as all permits for the Hungry Hollow Trail Expansion Phase 1 have been obtained and construction timing windows restrict some activities so they do not impact endangered species.
  • Staff recommend the award of the tender to Terrain Landscapes Inc. as the project is within the approved capital budget.

17 Guelph Street – Status Update and Next Steps

June 2021

The following are key points for consideration with respect to this report:
• 17 Guelph Street is a Town-owned surplus site. Council direction has been to leverage the property for affordable housing. Report ADMIN-2020-0043, dated November 8, 2020, provided an overview of the 17 Guelph Street project and the Town’s approach for facilitating redevelopment.
• Town-initiated pre-development work for the proposed 17 Guelph Street redevelopment is well underway, with preliminary technical studies completed, and the Official Plan and Zoning By-law amendment applications anticipated to be submitted in the near future.
• Pending Council approval, Town and Regional staff plan to issue a joint public call in the form of a Request for Expression of Interest (REOI) in the fourth quarter of 2021 to solicit applicants interested in designing, building, operating and maintaining 17 Guelph Street as affordable rental housing.
• The proposed land and development partnership framework between the Town and a future developer(s)/operator(s) for 17 Guelph Street is outlined in the Term Sheet (see Appendix 1).
