Active Transportation Plan
The Active Transportation Plan was incorporated into the Moving Forward Transportation Master Plan in 2019. The Region is developing a new Integrated Mobility Plan (formerly the Transportation Master Plan) that will guide the design of transportation networks and systems the allow more people to take safe, comfortable, and convenient trips by low-carbon transit and active transportation. The Plan will be guided by TransformWR, the 2023-2027 Regional Strategic Plan, and the draft CorCAP, with the aim of reducing transportation sector emissions by more than 90% by 2051.

Community Adaptation / Resilience Plan
The Region’s Community Climate Adaptation Plan was approved by Council in 2019. The plan improves Waterloo Region's resilience to extreme weather and climate change impacts through increased local adaptive capacity and collaboration among community stakeholders.

Community Emissions Reduction/ Mitigation Plan
TransformWR is Waterloo Region’s community-wide response to the global climate crisis. The document outlines Waterloo Region's long-term strategy to achieve an 80% local greenhouse gas emission (GHG) reduction target (based on 2010 levels), and identifies local action needed to reduce our emissions by 30% by the year 2030. Community Energy Investment Strategy aims to improve and sustain Waterloo Region’s economic competitiveness and quality of life through the coordination of targeted energy investments.

Community Climate Change Action / Environment Funds
The Region has a Community Environment Fund (established in 2011) with an annual budget of $90,000 to provide an integrated funding program to support community-based environmental initiatives that will benefit current and future generations. The Region also provides core funding to Climate Action Waterloo Region and Waterloo Region Community Energy.
Community EV Strategy
TranformWR, Action 2.1.1 sets a goal for the Region to develop a region-wide electric vehicle strategy.

Community GHG Reduction Targets
The Region of Waterloo and all seven lower-tier municipalities endorsed TransformWR. in 2021, setting the community’s pathway to 80% GHG emissions reduction by 2050.

Community Retrofit Program
The Region of Waterloo is currently in the process of finalizing an application to the Green Municipal Fund’s Community Efficiency Financing Program to launch RetrofitWR. The program’s design study was managed by Reep Green Solutions and features a home retrofit program supported by an on bill repayment mechanism in partnership with the two main electric utilities that operate within the Region, Grandbridge and Enova.
Complete Streets Policy
Moving Forward Transportation Master Plan, 2019, has a Complete Street Recommendations section. Additionally, Council adopted the Regional Official Plan amendment to include 15-minutes communities.

Corporate Adaptation / Resilience Plan
Developing a climate adaptation infrastructure strategic plan to evaluate the risk that climate change poses to regional infrastructure. The plan will prioritize impact to high-risk infrastructure resulting from extreme and unpredictable weather and will identify operational and capital programs to mitigate risk.
Green Development Policies (GDS)- Community
The Region is partnering with Area Municipalities and Townships on the development of standardized high performance development standards. This project is being led by Waterloo Region Community Energy.
    Municipal Fleet Electrification Plan
    Waterloo Region Transition to a Low Carbon Community Action 2.1.2 sets a goal for the Region to plan and implement a transition to zero-emission vehicles for municipal fleets, working towards a goal of at least half of municipal vehicles being zero-emissions by 2030. Grand River Transit (GRT) launched its battery electric bus pilot in January 2024, consisting of 11 buses. GRT is also developing a five-year business plan in response to record-setting ridership and to operationalize GRT’s role in achieving the Region’s commitment to community climate action, and align GRT services, policies, and programs to the Region’s Strategic Plan.

    Net Zero Municipal Facilities Commitment/Standard
    The Region recently updated its Corporate Energy Plan to align with facilities achieving net zero emissions by 2050. Comprehensive assessments are also being undertaken by the Region’s Energy Conservation Office on the impact of building electrification in combination with the installation of electric vehicle infrastructure to understand electrical capacity impacts and feasibility.

    Community Emissions Reductions Progress Report
    The Community Energy Progress Report provides an update on the achievements from the first four-year term and a vision for the second four year term encompassing three overlapping Energy Transition Pillars: Policy, Markets, and Infrastructure.
    Urban Forest Plans
    Regional Forest Management Plan consists of several elements or modules including: 1. Provides a general overview of forest management as it applies to the Regional Forests; 2. Presents the philosophical and policy approach being taken; discusses forest and property management issues; 3. Provides general information about the overall Regional Forest system; articulates the goals and objectives to be pursued over the term of the plan; and 4. Provides guiding principles and operating guidelines for all management activities.
