Executive summary

  • City of Burlington Staff have reviewed Conservation Halton’s Spill Flood Hazard Policy Review & Update Discussion Paper released March 25, 2022.
  • Staff have circulated the paper to internal departments for review and comment.
  • Comments received have been consolidated into one comprehensive response to inform Conservation Halton as work continues on the evolution of policy related to spills (flood hazard).

Climate implications

  • The impacts of climate change will include more frequent and more severe weather events.
  • Hazards are an evolving and dynamic constraint that must be evaluated with [the] best information.
  • The PPS sets out that “Planning authorities shall prepare for the impacts of a changing climate that may increase the risk associated with natural hazards.”
  • This work represents a practical example of preparing for the impacts of a changing climate and building communities which are resilient to climate change.
  • Remaining active and providing usable feedback through spills policy formulation process will ensure that the City’s objective to protect people and property from the impacts of a changing climate is achieved, and an approach that is suitable to conditions within the City of Burlington is balanced with the requirements of other municipalities in Halton Region.
